Notice of Public Hearing Of the County of Jefferson, Nebraska

NOTICE IS HEREBY GIVEN that the Board of Commissioners (the “Board”) of the County of Jefferson, Nebraska (the “County”) will hold a public hearing on Tuesday, June 7, 2022, at 9:00 a.m., or as soon thereafter as the same may be heard, in the Board of Commissioners Room of the Jefferson County Courthouse, 411 4th Street, Fairbury, Nebraska, as required by Section 147(f) of the Internal Revenue Code of 1986, as amended (the “Code”), with respect to the proposed plan of finance under which the County will issue one or more series of revenue bonds in an aggregate principal amount not to exceed $10,000,000, the proceeds of which will be loaned to Westin Foods, a Nebraska corporation (including any affiliate thereof, the “Borrower”). 

The Project to be financed with the proceeds of the bonds consists of certain capital expenditures relating to manufacturing facilities owned and operated by the Borrower. Proceeds of the Bonds will be used by the Borrower to finance additions to and the equipping of its manufacturing facilities located at 810 Bacon Road in Fairbury, Nebraska. Following such public hearing, the Board will consider for adoption a resolution granting approval to such proposed issuance of the bonds to refinance the Project. The bonds shall be limited obligations of the County, and the principal and interest thereon will be payable solely from the revenues derived from one or more loan agreements between the County and the Borrower. 

The bonds shall not constitute or give rise to a pecuniary liability of the County, nor shall the bonds become a charge against its general credit or taxing powers. At the time and place fixed for the public hearing, all interested persons will be given an opportunity to express their views orally and in writing on the proposed issuance of the bonds and the location and nature of the Project. Persons wishing to make comments in writing about the proposed bonds and the Project shall do so in advance of the commencement of the public hearing to the Jefferson County Clerk, 411 4th Street, Fairbury, Nebraska 68352.
