U.S. Senator Deb Fischer (R-Neb.), who serves as Chair of the Strategic Forces Subcommittee and is a senior member of the Senate Armed Services Committee, has introduced new legislation aimed at strengthening the United States' nuclear infrastructure. The proposed NNSA Infrastructure Improvements Act of 2025 seeks to give the National Nuclear Security Administration (NNSA) greater authority to prioritize modernization efforts based on recommendations in its Enterprise Blueprint report.
“Restoring peace through strength and keeping the homeland safe means maintaining a credible, modernized nuclear deterrent. We cannot meet the deterrence requirements of the future unless we recapitalize failing facilities and infrastructure dating back to the Manhattan Project. My NNSA Infrastructure Improvements Act empowers the National Nuclear Security Administration to build upon the work they’ve done, and give Congress actionable information so that we responsibly plan for and fund the specialized facilities that help design, produce, and store the weapons needed to keep America safe,” Fischer said.
The legislation comes after last year's release of the NNSA's Enterprise Blueprint report, which provided a 25-year strategy for aligning facility recapitalization with weapons production needs. Under Fischer’s bill, the NNSA would be required to continuously update this roadmap and provide Congress with detailed information to support future policy decisions regarding funding and modernization.
