Grand jury returns indictments against 31 defendants across Nebraska

The United States Attorney for the District of Nebraska, Lesley A. Woods, has announced that a federal Grand Jury returned 30 unsealed indictments charging 31 defendants in July 2025. According to the announcement, indictments are formal charges containing one or more counts and do not serve as evidence of guilt. Every defendant is presumed innocent unless proven guilty.

Among those indicted is Jeffery Robinson, age 49, from Springfield, Nebraska, who faces charges related to failure to register under the Sex Offender Registration and Notification Act (SORNA) during April and May 2025. The maximum penalty if convicted includes up to 10 years in prison and a $250,000 fine.

Devon Rice, age 28, of Lincoln, Nebraska, is charged with attempted production of child pornography between late May and mid-June 2025. If convicted, Rice could face a sentence ranging from 15 to 30 years in prison.

Other indictments involve drug-related offenses. Dakota Parrott, age 32, from Lincoln, Nebraska; Joshua Hollum, age 46, from Kearney; Michael Krauth, age 63, from Fremont; and Juan Cabrera Rivera, age 38, from Omaha are among those charged with crimes involving methamphetamine distribution or possession with intent to distribute. Convictions on these charges can carry penalties ranging from at least ten years to life imprisonment and significant fines.

Joshua Hollum also faces an additional count for use and carrying of a firearm in furtherance of a drug trafficking crime.

Victor Zavala Garcia of Crete is charged with making false statements in a passport application in June 2023. Tyson Bauer of Deshler faces accusations regarding false statements meant to influence the Federal Crop Insurance Corporation in December 2020.

Other cases include alleged malicious damage to federal property using explosives (Eulisis Martin of Grand Island), bank burglary conspiracy (Cristian Manuel Tovar-Olivares and Snaider Sthiferson Castro Hidalgo of Kearney), multiple counts of bank fraud (Daryl J. Leise of Omaha), misuse or fraudulent acquisition of immigration documents (Carina Guadalupe Salazar-Zuniga and Guadalupe Cabrera Mejia), escape from custody (Cody Chilson), international parental kidnapping (Salih M. Samin Totakhil), sexual assault by force or threat (Tyrece D. Thomas), assaulting federal officers or impeding their duties (Marvin Aleman Zepeda and Osmar Lorenzo-Genchi), felon in possession of a firearm offenses (Thomas M. Laughlin, Travell Richard, Tresean E. Washington), attempted murder or assault on federal officers (Gabriel Hurtado-Cariaco), transportation or possession of child pornography (Rodolfo De Leon Cua and Joyce M. Beauchamp).

Several individuals were indicted for being present in the United States after previous removal: Tomas Castillo-Martinez; Carlos Humberto Barrios Perez; Dulce Anel Franco-Cortez; Ignacio Galvez Aguilar; Nelson Enrique Rivera-Maradiaga; and Francisco Meza-Carmona—the last two following felony convictions.

"Indictments are charging documents that contain one or more individual counts that are merely accusations, and every defendant is presumed innocent unless and until proven guilty," according to the announcement by U.S. Attorney Lesley A. Woods.

Penalties for the various charges range widely but can include lengthy prison terms—some up to life imprisonment—alongside substantial fines and periods of supervised release.
